Welcome BMW_XR_D
I've no idea about US prices but compared to here that's a great price
My XR Sport SE, with panniers, top box & Nav5 cost me €21000 a couple of weeks ago
That's about 23,750 of your dollars
Without the luggage & SatNav it would have been nearly €19000 ($21500)

My S1000XR Sport SE (basically all the options for cross-country reference) plus panniers was £15008 in UK at the end of March.
Also got £7000 for my F800GSA with 19800 miles on it.
I was fairly happy with that

I bought a new one late last July when BMW was offering $1000 off. List at the time was $19245, less the $1000 promotion and one $288 fee by the dealer. It looks to me you're simply paying MSRP plus all the dealer add-ons. I believe that locally most new BMW's are sold at MSRP so you're only negotiating might be with all the dealer add-on fees.

Most major dealers have discounts on the 2016 BMW models. GoAz in Arizona has 2016 XR's for +$19K. In Seattle, Washington, the dealer has XR's for $19,345. If you wait a month or so BMW will be offering discounts on all 2016 models.

That sounds like a good deal. I was at the local dealer in Arizona today and noticed they are offering $835 discounts on 2016 XR's.

Might be too late, but wanted to let you know that there should be more room for negotiations. I got mine in SoCal OTD for $17k.
