Oh dear Powerbronze. They sell me a screen send it to France and I pay high postage charges plus French tax and import duty. No problem says I, I'll claim back the UK tax. No chance Powerbronze have claimed it back and kept it! I paid the full UK price inc VAT. I have bought a total of 5 screens off them for the last 5 bikes, but never again.

As far s i know there is no UK tax / VAT on sales to the EU... sales to the EU after Brexit as before are VAT free, you may well still have to pay import duty imposed by France because the UK is no longer in the EU, but that is a local tax in country - i paid tax on goods bought from the USA, you'd likely have to do the same in France which you alluded to. I think PB can claim back taxes on costs associated with the sale if there are any but not the actual product itself which is what they may have done. I am sure PB will clear it up for you so. I trade online and it's no surprise to see a customer smarting over postage charges, however i would image PB, like many other companies loose money on postage because customers want to for free so postage is lowered to please the customer, if it's any comfort we have the same scenario in the UK buying from the EU at the moment but i'm sure it will sort itself soon, unlike PB i stopped sending goods to the EU after Brexit and only trade in the UK, likewise i changed suppliers from those outside the UK and now stock predominantly UK manufactured goods.

What costs associated with the sale? I ordered by phone and paid with my UK debit card in sterling. I paid extra for the postage to France. The website quoted a price including the VAT which I paid. Then found that they had claimed the VAT back and kept it. 20% extra in their pockets.

I doubt that you paid extra for postage to France - you likely only paid for the postage applicable to France. Taxes they may claim back relating to sending to the EU may be related to the paperwork needed and fees, most shipping / postal companies charge for the necessary documentation needed to clear customs if it applies. On ordering a small part from the USA (non EU) i was notified prior to delivery by the postal service that i had to pay "import tax" before they would deliver the part, this included a postal service "fee" for administering the "import tax", i would imagine the same may apply now we are free from the EU to people ordering from abroad (such as the remainder of the EU) - i think companies may apply to register for VAT in the countries they want to business in but PB will likely clear that up if you ask them. To be fair the OP has said that he is on holiday, i am sure it will get sorted when he is not on holiday.

I did ask if I could claim the UK 20% tax back, but was told that price that is on the site is the price that I pay. That is when I looked at the invoice and noticed that they had kept the VAT.
It seems that if you buy from the UK, as I have in the past, you pay X which includes 20% VAT. If you order from outside the UK you pay the same X which does not include VAT because they have inflated the price by 20%, that can be seen on the bill.
It is not only my future business that they have lost. I hate dishonesty.
