I have a very notchy gearbox and poor quick shifter performance downshifting. Can this be tuned out?

Check chain tension. I find mine is sensitive to it being adjusted correctly or it causes the symptoms you mention

Maybe connected to your other post regarding magnetic shavings in your sump plug?

If you have access to a gs911, or similar, you can calibrate your transmission, it may help some. What year is your bike? Yes, it can be corrected.

Yes I do have access to a gs911. My bike is a 2016. How do you recalibrate?
