I also had a malfunctioning SOS emergency call.
Dealer tried everything possible to fix it, even changed ALL individual hardware parts but no success, in the end I traded the bike for a new 22.
Main reason for trade-in was that the constant 'try to connect' from the SOS call drained the battery in couple of days.
Needless to say that my new 22 model is delivered without SOS emergency call.
This is quite a known problem though there are also people with no problems at all with this SOS call system.
For you I really hope it's just an availability problem.
Online you can find workarounds to learn the system to (re)connect.
Dealer can 'switch-OFF' the system for you.
